School Tax Penalty Update: Governor Signs Bill On September 20, 2024, Governor Kathy Hochul signed Assembly Bill 9946 into law. This law now allows Scarsdale to provide taxpayer relief to specific residents who incurred penalties due to the USPS’s failure to deliver certain school tax bills. As a reminder, the Scarsdale Town Board passed a home rule request in response to concerns from residents who had not received their school tax bills via USPS and consequently incurred school tax penalties. Over the summer, the corresponding bills were approved by both the Assembly and State Senate. Next steps: The law requires the Scarsdale Town Board to approve a process to refund the 2023-24 real property school taxes to qualified residents. Approval of this application form will be the first item on the Town Board’s agenda at its next meeting on Tuesday, October 8. Assuming the form is approved that day, it will be available for residents on the village’s website on October 9. Once all necessary information is received, it is anticipated refunds will be processed within 4-6 weeks.

General Election Information: How to Register, Cast Your Vote The General Election will be held on Tuesday, Nov. 5, from 6 a.m. to 9 p.m. Registration: Local registration for residents of the Village of Scarsdale will be held on Saturday, September 28, from noon to 9 p.m. and Thursday, October 10, from noon to 9 p.m. at the Scarsdale Public Library. Early Voting: The early voting period will be from Saturday, October 26, through Sunday, November 3. More information: Please contact the Village Clerk’s Office at (914) 722-1175 or the Westchester County Board of Elections to find your polling place, register to vote, and learn about how to request an election ballot. Fall Youth Cheerleading Registration is Open The Scarsdale Recreation Department and Raider Cheerleading will hold five age/skill appropriate cheerleading programs this fall. All clinics will be at the Scarsdale Middle School gyms. Sneakers and appropriate attire are required. After the program begins, no refunds—full or prorated—will be granted. Tiny Stars for kindergarteners is a fun introduction to cheerleading, covering fundamentals such as stretching, jumps, sideline cheers, beginner stunts, and tumbling drills. Mini Stars for first- and second-graders and Mini Stars for second- and third-graders will help improve individual skills with a focus on jumps, proper stretching, cheer motions, stunts, tumbling drills, and team building games. Young Stars for fourth- through sixth-graders focuses on jumps, proper stretching, cheer motions, stunts, tumbling drills and team building games. These four groups meet Thursdays, October 10, 17, and 24 and November 7, and 14, plus one Wednesday, October 30, from either 6:30 to 7:30 p.m. or 6:30 to 7:45 p.m. (Young Stars). Junior Stars for seventh- and eighth-graders develop skills for middle and high school cheer with jumps, conditioning, stunt drills and tumbling. Wood Working and Walking Sticks at Nature Center This outdoor program for ages 8 to 12 runs Fridays September 27 (TODAY), October 25 and November 22, from 3:30 to 4:45 p.m. at the Weinberg Nature Center’s open amphitheater fire pit. Participants will make walking sticks using engraving and sanding tools/techniques and painting/varnishing. Other efforts include branding from the fire to make a sign, shelter building in the woodlands, and hiking. Register at www.scarsdale.com/recreation.

Reminder: Seasonal Gas-Powered Leaf Blower Regulations As a reminder, starting October 1, gas-powered leaf blowers will be permitted for limited use through December 31. Residents and landscapers may use gas-powered blowers Tuesday through Friday, excluding federal holidays. These seasonal regulations take effect each fall, so please ensure that your landscaper is aware of and adheres to the guidelines, as both property owners and landscapers are held responsible for compliance. Electric leaf blowers continue to be allowed year-round. To report violations, contact the Building Department at (914) 722-1140 during regular hours or the Police Department after hours at (914) 722-1200.
